What will be the most likely Principle for Selecting Bidders in Myanmar Oil & Gas Bid Rounds for Offshore & Onshore Blocks?




With Myanmar’s changing economic and political environment, MiTA Myanmar Team finds that the following development and information may help realign strategic corporate decisions while participating in 2013 Myanmar Oil & Gas Bid Rounds for Onshore and Offshore blocks.


Example indication of unbiased selection from Myanmar’s Telecom Bidding:


“Telenor Mobile Communications and Ooredoo selected as successful applicants in the Nationwide Telecommunications License Award Process” by Telecommunications Operator Tender Evaluation and Selection Committee, which was published in the New Light of Myanmar newspaper dated 28 June 2013. ‘Press release for two (2) telecom license award’ was posted on website of MCPT.


In Telecom bidding, the point to be noted H.E. U Set Aung said that while he’d prefer local companies, the process complied with international practices……….Four of the bidder groups had very renowned local Myanmar partners, including those led by SingTel, Digicel Group Ltd. and Soros. Japan’s KDDI Corp. (9433) and South Africa’s MTN Group Ltd. (MTN) ….have not been selected…….. “The playing field should be level,” he said.”


It is reported that for “improving Myanmar Government’s policy implementation and supporting President U Thein Sein’s clean government push” along with other 3 Ministers, Minister of Energy has also been changed while onshore & offshore bidding processes are ongoing. To be noted that Telecom Minister was also changed while Telecom bidding process was ongoing.


What will be the most likely Principle for Selecting Bidders in Myanmar Oil & Gas Bid Rounds for Offshore & Onshore Blocks?


The “outcome of Telecom bid round in Myanmar” clearly indicates that even in “Bid Rounds for Onshore & Offshore Blocks” the bidders will be selected and awarded PSCs based on the merit of the proposal as well as the technical & professional capabilities of the bidder(s), and not based on any bias of who is the local Myanmar Partner Company of a foreign company.


Myanmar Local Partner Company Registered with EPD, Ministry of Energy

ISBC is registered at entry number 137 on the list of companies that are approved to cooperate with foreign companies to bid for oil & gas blocks in Myanmar and the list is approved by EPD, Ministry of Energy, Government of Myanmar.

ISBC is shown at entry number 137 because we decided to register (with EPD) late only in April 2013 as we awaited for appropriate time that we could participate in the bidding rounds for oil & gas blocks in Myanmar based solely on our professional capabilities founded on our values and business ethics.
